on Economic and Social Position of Women with Physical Disabilities
Introduction
Current
economical crisis affected particularly marginalized facets of Georgian
society, such as elder people, internal displaced people, the disabled, single
mothers and those that suffer from chronic diseases. Nowadays many people in Georgia live
for the day. Despite of some improvements against a general background, they
have no common ground with those who needed and keep needing in social
protection; the more so, as facets living in extreme poverty, do not get that
minimum aid (benefits) any longer they got from the government earlier. Such
social conditions, certainly, could not help affecting psychological climate,
mutual relations, personal estrangement, victim assessment and behaviour
stereotypes formation. Up to the date, average
financial and other pecuniary income is insufficient even for existence, to say
nothing of worthy life. Inequality
factor is rather high and keeps increasing. The poorest facets struggle for
preserving minimum standard of living. Current welfare system is evident to be
of no efficiency and requires fundemental reforms. People with disabilities
represent the most unprotected facets of population in Georgia. Our
survey was targeted at women with physical disabilities
General Survey Description
.
The survey was carried out within and outside Tbilisi. 644 women with physical disabilities
aged 18-45 were questioned: 344 in Tbilisi
(from Vake and Isani districts) and 300 in the regions. Besides, the analogous
survey was conducted in Zugdidi (300 respondents).The questioning was not
carried out anonymously. It covered personal identification – name, surname,
address, disability category, and other personal data, that later started
setting up a computerised Database, permanently updated (Microsoft Access).
Charter № 1
The survey included not only personal data, but also the
following issues: health and medical service; economical position and living
conditions; access to education and employment; interests; involement in the
mainstream life, public relatinships; social values.
Economic Position and Municipal Service
The significant part of respondents (91%) has a disability
pension fixed. But fixed pensions are scanty – 12 laris and, as a rule, are distributed wih 3-14
months delays. Those people do not have pensions fixed who, due to health
worsening, did not succeed in attending medical commission required to define
disability category, after which pensions are fixed. [Medical commission comes
to about 50 laris].
According to Georgian official statistics for 2000, minimum
for consumer’s basket is 100-120 laris per month. At the same time, if a
disabled person receiving 12-lari pension (bread compensation) has a job, he
loses these 12 laris, even in case his salary is only 30 laris, since he is not
entitled to get both amounts simultaneously. This law entirely meet
International Standards, though, there still springs up a question: where is
the right to exist and live? Disabled women’s destiny, thereby depends on aid
from either the State or their relations. Not only destiny of most women with
disabilities is called in question without this aid. Their very existence
remains undecided, not to mention education or medical treatment. In terms of
economical crisis, lack of means aggravates difficulties connected with
supporting and providing for disabled family member. This category turned out
to be burden for the society. Thus, municipal service of women with
disabilities is unsurprisingly bad, sometimes disastrous. For instance, 6% of
women with disabilities has no toilet in the inhabited flat.
Charter № 2
Education and Employment
About half of the questioned is secondary or special
secondary educated, almost one third is high-educated. It should be mentioned
that the majority got high educated till 1991. At present women with
disabilities have to face up to great difficulties in getting education (insolvent, inaccessible environment). The disabled can not undergo required cure completely due
to reduced economical circumstances. In the main, they are focused on seeking
for employment and source of income. Nevertheless, only 8-9% of women with
physical disabilities are employed, the rest 91% have no job. At the same time,
significant part of respondents (23%) has additional profession, 77% has
command of a foreign language, and 32% expressed desire to acquire additional
profession.

Healthcare
Position of women with disabilities is especially
oppressive in terms of medical services. We had an opportunity to consider
medical service issue in development, i.e. current situation and the situation
10-15 years ago correspondingly.
Respondents’
answers stress the known fact that in the course of latest 10 years medical
service and medicines provision for women with disabilities in Tbilisi is significantly worsening. The
majority has no opportunity to undergo a required cure.
Nowadays
the State does not practically participate in solving medical problems of women
with disabilities. These days they themselves and their family members have to
settle these problems. To the question of to what extent they are provided for
with medicines, the questioned replied in the following way:
Charter № 4
Only 20% women questioned have medical insurance
policy. Since most of them have been issued by the state insurance companies,
these policies are frequently useless for the owners: due to the government
debts to the Ministry of Healthcare, hospitals refuse to serve the disabled
having such policies.
Charter № 5
Another problematic issue is provision of people with
disabilities with equipment required to set up acceptable worthy life
conditions (wheelchairs, crutches, deaf-aids, artificial limbs etc.). About
half (49%) need no equipment, proceeding from their disability. As to the rest,
only 14% are provided with required equipment. Overwhelming majority has either
no equipment or the old-fashioned or imperfect one.
Sometimes a
bed-patient disabled claims that she, allegedly, do not need any additional
equipment, due to her unawareness of there existing any possibilities to
increase life quality and degree of independent living.
Psychological
Condition
The
majority of women with physical disabilities experience social exclusion, that
they, not without reason, interpret keenly as discrimination. The society, in
its turn, takes their estrangement for negative attitude.
Charter № 6
Propery and Marital Status
It
is essential to note prospects women with physical disabilities have in terms
of creating a family and owning a property, and other issues, connected with
them. The Law prohibits neither of them, but public inhuman attitude does. A
woman with disability is not considered as a woman. She is considered only as
being disabled, as an unncessary burden. The right to manage property (or
rather prohibition to use this rights) belongs to the most acute urgent issues.
It is a shame to have a disabled family member, especially if
it is a woman. Close relatives (sisters, brothers) can not often create a
family of their own. Divorces in case if one of the spouses became disabled are
also rather frequent.
Charter № 7
Discrimination
The majority acknowledge partial discrimination. Only 1%
realizes the whole discrimination, that indicates the distrust and fear factor
existence.
Zugdidi
The analogous questionning (300 respondents) was carried out
in Zugdidi (with the help of “Association
of Disabled Women and Mothers of Disabled Children”) with the object of
studying aforementioned issues.
It is a fact that the majority showed indifference towards
the questionning that indicates factor of distrust towards non-governmental
organizations and their capability to influence the arisen situation.
The questionning revealed that 19,6% have disability of the 1st
category, 50,9% - the 2nd category, and 11,8% - the 3rd category. 17,7%
have no disability category fixed officially.
Only 0,3% are entirely provided for with medicines, 11,8% -
partially provided, and 82,9% - are not provided. As to the medical policy,
mainly displaced people have it.
65,14% assessed living conditions to be bad and unbearable.
There are at least 5-7 members in a family. Thereby, lack of dwelling space is
making itself felt, especially in families of displaced people. Frequently,
there is no toilet and bathroom in flats.
Pensions are received with 9-12 month delays. To the question
whether the family budget satisfies needs of people with disabilities, the
following replies were received: 0% - satisfies, 2,4% - satisfies partially,
96,2% - does not satisfy.
Education is
not accessible either.
There exists the same situation in the interests sphere. It
shoulod be noted that 7,7% takes interest in politics, 8,7% - in religion, and only 2,9% - human
relationships.
21,8% experiences discrimination, 0% experiences careful
attitude. Judging from the aforestated, indifference, pain, and depression
characterize attitude of the disabled towards the society. 72,5% said that
their rights are violated.
It is necessary to sress that obtained results not always
correspond to the reality. Up to the date, people with disabilities have not
realized their rights. Not only rights of a person with disability are
violated, rights of an individual are also violated that entails opposition and
inhuman attitude towards the disabled in the society.
General Conclusion
At present the condition of women with physical disabilities is urgently difficult. Being socially passive, they do not participate either in political or cultural life. Information vacuum, limited sphere of interests, unemployment and non-participation in wider social area, not restricted by family and acquaintances, equally with helplessness, stipulate their passiveness. Another factor preventing them from integration is lack of equipment required for people with disabilities, complications in conveyance, lack of adopted transportation means and incapability to cover transport expenses. Difficult economic situation and life conditions, exclusion from the society against a background of whole dependance on others, frequently entail depressions, neurotic symptoms, sharp sense of solitude, and reticence. Sphere of their interests is extremely limited, often by areas not requiring expenditures or conveyance: handicraft, television, reading, etc.
Several
main factors define mutual relations between women with disabilities and the
society, including economical position, disability category (type of
disability, whether it is hidden or not, etc.), environment inaccessibility,
public inhuman attitude towards the disabled, traditional conceptions,
stereotypes, care and integration as full members on the part of the society.
We did not
analyse emotional reality perception by people with disabilities. It should be mentioned that according
to respondents from poorer Varketili district, they experience more negative attitude from the
part of the society, relatively to respondents from more fashionable and more
well-off Vake district. Perhaps, these differences are stipulated by
contrasting economical position and social values of these 2 districts.
The
survey proved that women disability issue requires more focused public
attention and deeper examination that will enable the mainstream society, the
government and appropriate charity agencies to obtain objective and full
information on condition and problems women with disabilities deal with.

“Женщины-инвалиды в Грузии: лицом к лицу с проблемами переходного периода”

Текущий
экономический кризис в Грузии особенно тяжело отразился на таких незащищённых
слоях общества как пожилые, насильственно
перемещённые лица, инвалиды, одинокие матери и страдающие от тяжёлых
заболеваний. Многие в Грузии живут сегодняшним днём. Хотя на общем фоне видны
небольшие улучшения, они никак не относятся к тем, кто нуждался и продолжает
нуждаться в социальной защите, тем более, что массы, проживающие намного ниже
черты бедности, перестали получать от государства ту минимальную помощь
(льготы), которую они имели раньше. Конечно, подобное социальное положение
влияет на взаимоотношения в обществе, психологический климат, отчуждение
личности, формирование стереотипов оценки и
поведения “жертвы”. На сегодняшний день средний денежный и иной материальный
доход недостаточен даже для простого существования, не говоря уже о достойной
жизни. Коэффициент неравноправия очень высок и продолжает увеличиваться. Беднейшие слои населения борятся за сохранение минимального уровня жизни.
Что касается существующей системы социальной помощи, она явно неэффективна и
требует серьёзных реформ.
На сегодняшний день инвалиды являются одним из
наиболее незащищённых слоёв общества в Грузии. Несмотря на то, что картина
совершенно ясна, “Международная ассоциация женщин-инвалидов Грузии” провела
исследование на тему “Реальное положение женщин с физическими ограничениями” и
выпустила брошюру на 3х языках “Женщины-инвалиды в Грузии: лицом к лицу с
проблемами переходного периода”.
Общее описание исследования
Целью
исследования было определить количество женщин с физическими ограничениями, а
также установить связь между их медицинским диагнозом и образом жизни.
Исследование было проведено в Тбилиси (в 2х наиболее различных районах – Ваке и
Исани) и за его пределами. Было опрошено 344 женщины с физическими
ограничениями в Тбилиси и 300 в регионах, в возрасте 18-45-и лет. Опрос
проводился не анонимно. Он включал в себя идентификацию личности – имя, фамилию,
адрес, характер инвалидности и иные анкетные данные, которые впоследствии
положили начало созданию компьютерного, постоянно обновляющегося банка данных (Microsoft
Access).
Кроме анкетных данных, исследование касалось следующих сфер:
доступ к образованию, здравоохранению и медицинскому обслуживанию, социальное и
экономическое положение, условия быта, трудоустройство, их возможности и
интересы, участие в общественно жизни и во взаимоотношениях с обществом, факты
дискриминации, политическая активность, социальные ценности, и другие.
На общем фоне тяжёлого экономического положения, быт инвалидов
невыносим. Люди этой категории не имеют возможности вести независимый образ
жизни. Неудивительно, что на этом фоне значительная часть женщин с физическими
ограничениями переживают депрессию, проявляют социальную пассивность. Ограничен
и круг их интересов.
Нужно также отметить, что респонденты из Варкетильского района
сильнее испытывают негативное отношение к себе общества, чем из Вакийского
района. Возможно, эти различия обусловлены контрастным экономическим положением и
фоном социальных ценностей этих двух районов.
Также необходимо отметить низкое правовое самосознание и
низкую самооценку.
Экономическое положение и коммунальное обслуживание
Значительной части респондентов не назначена пенсия по
инвалидности. Причины могут быть следующие: физические ограничения, платная
медицинская комиссия, непреодолимая бюрократия, и т.д. В то же время
назначаемая пенсия мизерна – в среднем 12 лари (стоимость 12 кг хлеба или 3х кг
мяса), и, как правило, выдаётся с задержкой на 3-14 месяца. Причём для создания
общественного мнения, компенсацию за хлеб почему-то назвали пенсией. И это в то
время, когда согласно официальным данным по Грузии на 2000 год, минимальная
потребительская корзина составляет 100-120 лари, а закона по прожиточному
минимму вообще не существует. В случае, если инвалид, получающий пенсию
(компенсацию за хлеб) 12 лари, работает, то он теряет эти 12 лар, даже если его
зарплата составляет лишь 30 лари, т.к. он не имеет права получать обе суммы
одновременно. Судьба женщины-инвалида полностью зависит от помощи извне – будет
это государство или близкие. Без этой помощи, не только судьба большинства
женщин-инвалидов оказывается под вопросом, но и само их существование, не
говоря уже о полноценной общественной жизни. И это в условиях экономического
кризиса, когда отсутсвие средств усугубляет трудности, связанные с содержанием
и обеспечением члена семьи – инвалида. Эта категория стала тяжким грузом для
общества. Неудивительно, что положение с коммунальным обслуживанием
женщин-инвалидов удручающе, а для некоторых просто катастрафично. Например, в
жилой квартире нет даже мокрой точки.
Образование и трудоустройство
Более половины опрошенных имеют среднее или
специальное среднее образование, почти треть имеет высшее образование. Надо
отметить, что большинство получили высшее образование до 1991 года. В наши дни
получение высшего образования связано с большими трудностями для
женщин-инвалидов. Инвалиды недополучают требуемое лечение вследствие
стеснённого экономического положения. В основном они ориентированны на поиски
трудозанятости и дохода. Несмотря на это, лишь 8-9% женщин с физическими
ограничениями трудоустроены, остальные 91% не имеют никакой работы. И это в то
время, когда значительная часть респондентов кроме основной профессии имеет
вторую специальность, 77% владеет иностранным языком, и 32% выразили желание
приобрести ещё одну специальность.
Здравоохранение
Положение женщин-инвалидов
в сфере медицинского обслуживания особенно удручающе. У нас была возможность
рассмотреть вопрос медицинского обслуживания в динамике, т.е. сравнить нынешнее
положение с тем, которое имело место 10-15 лет назад. Ответы респодентов
подчеркивают тот известный факт, что за последние 10 лет медицинское
обслуживание и обеспечение медикаментами
женщин-инвалидов, проживающих в г. Тбилиси, значительно ухудшилось, так что
большинство не имеет никакой возможности лечиться. В отличие от этого периода,
государство сегодня практически больше не участвует в разрешении медицинских
проблем женщин-инвалидов, и эти проблемы в большинстве случаев приходится
улаживать самим женщинам-инвалидам и членам их семей.
Лишь 20% опрошенных имеют
оформленными полисы медицинского страхования, и те в большинстве случаев выданы
государственными компаниями страхования, что практически лишает их всякого
смысла: обладатели таких полисов не могут пользоваться услугами, предусмотренными полисом, поскольку
в связи с неуплатой государством задолженности Министерству Здравоохранения,
больницы отказываются обслуживать инвалидов на основе государственного полиса.
Не менее проблематичен
вопрос обеспечения инвалидов инвентарем, необходимым для создания для них
достойных условий жизни (инвалидные кресла, костыли, слуховые аппараты и др.).
Лишь14% опрошенных обеспечены требуемым инвентарем. Подавляющее большинство
либо совсем его не имеет, либо имеющийся у них аппарат устарел или
несовершенен. Иногда случается, что лежачий
инвалид заявляет, что он, якобы,
не нуждается в вспомогательном инвентаре, поскольку он не знает какие
возможности существуют для облегчения его положения и повышения степени
самостоятельной жизни.
Психологическое положение
Большинство женщин с физическими ограничениями
испытывают изолированность от общества, которую они не без основания
воспринимают как дискриминацию, негативное отношение и отчеждению со стороны
общества.
Общее заключение
В настоящее время положение женщин-инвалидов крайне
тяжёлое. Они социально пассивны и не учавствуют в политической или культурной
жизни. Наряду с экономической несостоятельностью, одной из причин этого
является негуманное отношение общества к инвалидам, отсутствие доступа к
образованию и здравоохранению, физически недоступная среда, безработица, неучастие в более широком социальном пространстве, не
ограниченным лишь семьёй и знакомыми. Неменеее препятствующим фактором является
отсутствие необходимого для инвалидов инвентаря, сложности в передвижении,
отсутвие транспорта и возможности покрыть транспортные расходы.
Сложное экономическое положение, тяжёлые условия быта,
и отчуждение от общества на фоне полной зависимости от других очень часто
приводит к депрессиям, невротическим симптомам, острым ощущениям одиночества и
замкнутости. Сфера интересов инвалидов крайне ограничена, причём такими
областями, которые не требуют затрат и передвижений: рукоделие, телевидение,
чтение, и т.д.
Взаимоотношения женщин-инвалидов и общества определяют
несколько основных факторов, включая экономическое положение, форму
инвалидности, физическую недостуность зданий, негуманное отношение со стороны
общества, традиционные стереотипы, и т.д.
Вовлечение в общественную жизнь, проявление со стороны
общественности заботы и принятия женщин-инвалидов в качестве
полноправных членов - вот те необходимые
условия, которые делают наше общество всококультурным.
Мы не касались фактора эмоционального восприятия
инвалидов.
Наше
исследование показало, что вопрос положения женщин-инвалидов требует со стороны
общественности больше внимания и более глубокого изучения, что позволит как
обществу, так и государству и соответствующим благотворительным организациям
получить объективную и полноценную информацию о положении и проблемах
женщин-инвалидов.
